ICS2 (Import Control System 2)
Next-generation European IT system for pre-arrival risk analysis, deployed in three phases since 2023.
ICS2 (Import Control System 2) is the EU's next-generation IT system designed to manage Entry Summary Declarations (ENS) and strengthen supply chain security. It replaces the ICS1 system and is a cornerstone of the customs IT modernisation programme.
Deployment occurs in three phases: the first (March 2023) covered postal operators and express couriers for air freight; the second (March 2024) extended to all general air freight; the third (2025-2026) integrates maritime, road, and rail.
The major innovation lies in the obligation to transmit a Minimum Dataset including the 6-digit HS code, goods description, and consignor/consignee information. The system then applies a Common Risk Analysis (CRA) at European level, enabling harmonised threat detection across all Member States.
ICS2 also introduces the concept of "multiple filing", where different supply chain actors each contribute the data they hold, progressively building a complete picture of the shipment before its arrival.
