Clearance channel
Selectivity system (green, orange, red) determining the level of customs control applied to each declaration.
The clearance channel is the selectivity mechanism by which the customs IT system automatically determines the level of control to apply to each customs declaration. This system relies on risk analysis that cross-references declaration data with predefined risk profiles.
Three main channels exist:
- Green channel: automatic release without control. The declaration is accepted and goods may be removed immediately. This is the most frequent channel for reliable operators.
- Orange channel: documentary check. The customs officer verifies documents before granting release.
- Red channel: physical inspection. Goods are physically examined by customs officers.
Some administrations use a yellow channel (scheduled post-clearance audit) or a blue channel (immediate release with deferred control based on the operator's accounts). These supplementary channels maintain goods flow while ensuring effective control.
Channel assignment is influenced by numerous factors: operator's AEO status, compliance history, nature and origin of goods, intelligence alerts, and control quotas set by national and European targets.
