Authorised Economic Operator (AEO)
Customs-certified status guaranteeing an operator's reliability, granting customs facilitations.
The Authorised Economic Operator (AEO) is a status granted by customs authorities to businesses meeting strict criteria regarding customs compliance, financial solvency, and security-safety standards. This programme, derived from the World Customs Organization's SAFE Framework, is implemented in the EU through the Union Customs Code.
There are two types of authorisation: AEOC (Customs simplifications) providing access to customs simplifications, and AEOS (Security and safety) conferring security-related benefits. An operator can hold both simultaneously (AEOF = Full).
Concrete benefits include: fewer physical and documentary checks, priority processing of declarations, access to simplified procedures, centralised clearance eligibility, and reduced or waived guarantees. For security, AEOS allows lighter ENS/EXS declaration requirements.
Obtaining the status requires a thorough audit by customs, covering compliance history, accounting systems, financial solvency, professional competence, and security standards. The status is recognised throughout the EU and is subject to mutual recognition agreements with many third countries (USA, Japan, China, etc.).
