Union Customs Code (UCC)
European regulation constituting the basic legal framework for all customs operations in the European Union.
The Union Customs Code (UCC), adopted by Regulation (EU) No 952/2013 and applicable since 1 May 2016, constitutes the fundamental legal framework for all customs operations in the European Union. It replaces the Community Customs Code (CCC) of 1992 and its numerous amendments.
The UCC is supplemented by two implementing texts: Delegated Regulation (DA) 2015/2446 and Implementing Regulation (IA) 2015/2447, which specify practical arrangements. Together they form a regulatory corpus of several thousand articles governing all aspects of customs law: goods status, customs value, origin, tariff classification, customs debt, procedures and regimes.
Among the UCC's major innovations: complete dematerialisation of exchanges between operators and customs, centralised clearance, self-assessment, strengthened AEO status, modernised special procedures, and new rules on customs decision-making (CDS system).
The UCC provides for an ambitious IT work programme for implementing harmonised IT systems across the EU. This programme, initially planned for completion by 2020, has been postponed several times and continues currently, with staggered deadlines through 2025-2026 for certain systems.
