EU customs reform (proposed for 2028+)
In May 2023, the European Commission proposed an ambitious reform of the EU customs framework, the most significant since the creation of the customs union in 1968.
Main axes
- European Customs Authority (EU Customs Authority): creation of an agency centralizing supervision
- EU Customs Data Hub: centralized data platform replacing fragmented national systems
- Trust and Check: new trusted status for the most reliable operators
- Simplification of e-commerce: new framework for low value shipments
Objectives
Simplify procedures for trusted companies, strengthen the protection of citizens and the environment, better manage e-commerce, and modernize technological infrastructure.
Expected schedule
Gradual entry into force is planned between 2028 and 2032.

Businesses must prepare for significant changes to their customs processes and information systems.
