REX system (Registered Exporter)
Origin certification system based on self-declaration by exporters registered in a database.
The REX system (Registered Exporter System) is a preferential origin certification system based on self-certification by exporters. Established by the EU, it progressively replaces traditional origin certificates (Form A) under the GSP and certain trade agreements.
Under the REX system, exporters register with the competent authorities in their country and receive a REX number. They then establish their own statements on origin on their commercial documents (invoices), without needing each shipment validated by authorities. This system considerably reduces administrative burden.
REX registration is mandatory for exporters whose preferential shipments exceed EUR 6,000 in value. Below this threshold, any exporter can make a statement on origin without registration. The REX database is accessible online and allows customs authorities in importing countries to verify the validity of the registration.
The REX system currently applies to the GSP (developing countries exporting to the EU), OCTs (overseas countries and territories), and certain recent trade agreements. Extension to other agreements is planned. It reflects the global trend towards dematerialisation and operator accountability in origin matters.
