Cette entrée contrôle les substances propulsives et les produits chimiques utilisés dans la fabrication de propergols pour fusées et missiles, autres que ceux spécifiquement militaires. Elle inclut des poudres métalliques très fines (aluminium, zirconium, béryllium, magnésium, bore), des oxydants liquides (comme le tétraoxyde de diazote), des dérivés de l’hydrazine, des carburants à haute densité énergétique, des polymères spécifiques (HTPB, PBAN) et certains additifs pour propergols. Ces produits sont essentiels pour la propulsion des missiles et véhicules aériens non habités, et leur exportation est strictement réglementée en raison de leur potentiel d’utilisation dans des systèmes de lancement balistique (MTCR).
